Problem with f490 phone lock , no SAMSUNG CDMA Modem

Hi,

I have an f490 when i switch on without simcard, phone ask me phone lock.
Problem when I connect it, I can t find samsung cdma modem.
Normally phone is lock on SFR but when I insert SFR card phone ask me phone lock ?
How can I do ?
