phone has network signal but operator says out of network range

have NEC N412i phone with next issue
phone makes calls, can send messages, has full network signal etc, but can't accept incoming calls or messages, if you are calling on it operator says subscriber is out of network range, sometime it can be reached but its rare
had full reset, all barrings are disabled
any suggestions?

have you try to change sim card and if not flash 100%

card works 100%, cause im using it with another phone, forgot to mention. there is USIM installed, so may be it doesnt work because of USIM? usim updated with latest 271 version

its sim falt disable all call barrings etc

if still then make reset ur phone .
