Hi, read unlock codes with Samsung 3G code reader, use Combo Cable E210 (RJ45 + USB), select Combo mode and phone should be powered ON without SIM card.

You MUST use LATEST ONLINE CODE READER (2.51) and do it by READ CODES, it´s 100% supported.
