Samsung Sgh - E840

Hi to all Girls and Guys.I'm an Italian boy, i got a Samsung SGH - E840 and my problems is that when i put sim card, the phone didn't find the network and says "Service under restriction". So the phone is locked?And if it's locked can i unlock the phone..i hope somebody can answer to my question.
