What is a languge Editor for?

Dear Mates
I dont know about Languge Pack editor that what can be edited
by it.Can we add a language to a firmware that doent contain that
Language? For example Can we add Farsi Language to a firmware?
Does my Infinity need any activation for it?
Please explain it a little bet with the details.
