can't write imei (INFINITY)

Hello Infinity Team, I just wanna ask you why i can't write imei on my unit ZT- 321.

Action Taken: I used full flash operation then format and write imei. I checked the unit with sim, i noticed the second sim is not working so I write imei again using write imei mode-2. Since then,i can't write imei on this unit. I already flashed it with same firmware in the support area but i still encountered problem in writing imei. Please enlighten me.
