I still new in DreamBox , I just wanna to know that what is this function in DreamBox ?

Though i dont work with your box, but FOTA is an SEMC term standing for Flash Over The Air (or something like this) It enables the phone to be flashed online thru SEMC online Update Service. But mind you if u use the update service, cid will be changed to the latest (anyway, all cid's are unlockable now)
