In Silvercard, you must use the 5.00s version of SIM-EMU.
That problem is due to incorrect content of external EEPROM. Possibly you had fail in the writing process of this file.
Write the files again.

You can use your own french IMSI with an invented Ki, but I don't understand why do you need a fake.

You can use the SIM-EMU Configurator v2.1 to introduce the correct IMSI/Ki of your country.

Thanks Sim-emu.
I needed an IMSI/KI because the phone it's locked to a french operator and this way I could use that IMSI/KI to turn on the phone and then chage the phone number to another one with real IMSI and KI.
I've don't that with the portuguese operators in a nokia and that worked, but this was for a panasonic that did a reset when I change the phone number so it didn't worked.
