i have one 311, i switch on put the pin and the phone ask for the phone code, i put the universal code 83227423 put ok and ask me for the unlock code and when i press any key ask me for the sim key and tell me, contact with your provider.
anybody has any idea? thanks

Your phone is SIM Locked and user set phone lock.
Couter of wrong attempts is reached out.
You need to your unlock phone.
