BE4 "No Service". No hardware problem(transmitter changing is not useful)

BE4 "No Service". Please means it's no hardware problem(transmitter changing is not useful)
I've heard the program Alkat BE4,5 "Loto" repair by Vygis v1.2 can decide that problem. Is it right ?
How to use that program ?
First(Connect) and second(Read data) steps are clearly, but what is after that ?

Lotto repair reads teh zone. Nothing more. You can use soft by Martech or any soft that allows reads portions of memory (004000-005FFF) instead of Lotto.

If you are sure that It's not hardware problem....people advise that flash your phone:

Make a backup from the phone an kept in a safe place.
Read teh zone.
Flash your phone with the same type of flash (AMD, intel, fujistu..)
Restore teh zone.

I tryed to repair that BE4 by program "BE4 repair by EMSI v.1.0"
Do you mean that technology ?
