i had the same problem and the only way i could change it was by doing a hard reset, so backup everything you got and then do a hard reset. on the first start it will ask you for a language. here's a link that explains how to do it http://mytreo.net/treofaq/Treo650Resetting

just perform a hard reset and you will prompt to select the language you want
