I ended up selling my iPhone 7 that had the same issue. I tried using a SIM unlock adapter and many different SIMs, never fixed it.

Dear mallikh
Try to put the Device into the Recovery or DFU mode having lastest version of iTunes. If that doesn't work try to put into the recovery with some other network and try to get it active,

Try to put the device on recovery or DFU mode if that doesn't work try some other location with different network same way..

Try dfu. Recovery mode flash.

Did you repair your iPhone before? I don't know if it will work, but you may have a try to activate your iPhone using 3uTools.
