iphone 7 activation problem, help please

the phone is UNLOCKED
no icloud
not blacklisted
4g comes on simcard in the corner
but gives the problem
i flasehed as well,
any help please , will be such thanks
i have 2 same iphone7 128gb unlocked
but giving the same problem,

i flashed same problem as the another person upload the pic
i check gsx it say
Next Tether Activation Policy Description: Chimaera Device policy
but cant activate
i dont have gf sim , here in uk
may be people saying try witht that may work
if someone already try then let me knw or any other solution thanks

I have same 2 ip7. I flashed.
Now cant activate. No icloud. No simlock. But can aticate. Flashed 10times. Signal. Sim name everything comes in the corner but cant activate. Says
Cannot activate this phone please with apple ,

Device flashed with Beta before or ? if yes then which method ?

1st is beta you go to APPLE WEB and on beta install profiles

2nd is you do activate your UDID with any of developer so you can install
beta os with DFU Mode or itunes method normal ,

can you post GSX info here as well ? let us check if can sort it out

Are you sure this works? I have a Phone like this but on the home screen and I want to restore but afraid this screen will pop up. It works with ATT but when I but a T-Mobile sim this screen pops up.
