I came across this problem as well. swapped out all the sensors, then put the affected motherboard into a known working iphone 7Plus body and same thing unable to restore properly. Still got the same itunes error 14. this might mean that something on the board itself is damaged? I do a bit of micro soldering but not the best at spotting faults on the microscopic level yet....

Error 14 is Corrupted Software, So it's usually related with the NAND flash, try updating your iPhone with the latest beta iOS on 3uTools, or try on the most updated iTunes version.

If nothing then ensure you've tried a different charging cable and charging port.

If this cannot be fixed via Software then you may need to reprogram the NAND and replace it on the board, then you would proceed to redo all those above steps but it's very rare the NAND would turn out to be faulty depending on whether or not the iPhone has had repair attempts done on it or had an impact/water damage

For me helped this trick. Once its restoring, for few seconds plug out USB cable from phone, then put it back. Should work.
