Any chance you would like to explain why you flash board software after flashing loader? Which part of the guide of DC-phoenix says to do so please? You can only flash full stock rom after flashing loader. If board software can not be flashed separately means loader does not match.

Image Download Tool [ or Image Download Software ] is official application for flashing HiSilicon based Huawei smartphones [ When you see it in device manager like HUAWEI USB COM 1.0 ] from TP or "dead" state.

P.S. Just to remove account lock you do not need to flash board SW - take a look over my post about [ with another tool, but result be same - i have DC Phoenix and HCU - work also - you can do the job ] . The worst thing that i can say about your Mate 9 now is ... probably you will bring it back to life, but suspect that IMEI-s will be empty and device = unusable.

P.S.2 - Why you handle service operations with your Mate 9 with so low battery level? The last one i see is 3,4 V ... it's not good in any case to work around SW when battery is empty.
