Changing region does not unlock anything. If you want simply to convert from single to dual sim you should change it on HCU tool - http://hcu-client.com/

Enable USB Debugging option under Settings > Developer options.
For Android 4.2 and newer, Developer options is hidden by default; use the following steps:
• On the device, go to Settings > About <device>;
• Tap the Build number seven times to make Settings > Developer options available;
• Then enable the USB Debugging option;

IMPORTANT: Enable "manufacture mode" on your phone:

After flashing board software not need converter tool,repair region and model in HCU ,but downgrade and change region not supported by DC Converter Tool on the last firmware and flashing make dead phone.

Any roms crypted from support not unpacking cust-userdata for region themes-keyboards and etc and only after reflashing customization file is main.APP by fastboot created customisation in phone.
Please check this may be error crypt service rom for flashing tools.
