STK-LGRP3-OVS 9.0.1.170, Only for the downgrade version reason you got this Bricked problem.

So you have need to be find out / collect the version of ''STK-L21M 10.0.0.193(C185E3R2P2)'' APP offline full package firmware, which version already have inside the phone.

Hopefully you can flash the phone with blank fast-boot mode condition, with DC-Phoenix can be makes upgrade mode for flashing.
