No replies via support ticket. Why have such a system?

I paid for iCloud account removal on an ACTIVATED Device. I got a reply that it was COMPLETED...

IMEI / SN / UDID: C7KPWWH*****
Status: APPROVED FOR ICLOUD ACCOUNT BYPASS

Instructions:
1. DOWNLOAD IACTIVATE APP FOR WINDOWS DOWNLOADS
2. FOLLOW BYPASS INSTRUCTIONS GUIDE: HTTPS://IREMOVE.TOOLS/HOW-TO-REMOVE-APPLE-ID
VIDEO GUIDE: [URL]HTTPS://*********/J_HCJIZOOIY] ------- this link says video unavailable


iActivate shows that there is no device with my details on their server

What must I do now? Wait for weeks till the customer makes a noise and take his device away? At least reply to your customers who are paying you for a service that you are selling.

Still No refund????



You took a customers money for a service which you advertised for but could not do it. Then you ask them for transaction details and still don't pay them after 20 days of them giving you the details?



I initially made payment to you on 23-08-2018. Its now more than a month later with no unlock done and no refund



Now I have to contact PayPal. Why do you do business like this?
