solution for me is close Uni-Android Tool , kill adb.exe process. and open again Uni-Android Tool

No not all you don't need to buy any new activation, whenever you change PC new ID on new PC will be generated with same logins, for this we have thread , you can request in thread to change your new PC ID, it will be done.
