that's a adapter as a cable. just help you do communicate with your watch by software. eg. iTunes or MFC

And i don't think there is any software available for watch iCloud for this moment.

Question! You have a ipsw valid for iwatch s2 38mm, i have ibus s2 but dont have firmware :/ maybe up in Google Drive u other cloud.
