Help with launching error

Please. I am getting the error when launching on all my Windows 10 rigs.
I have tried installing older versions (as low as 2.1.2 i don't have lower) and launching and didn't work,
I've istalled "All_in_one_runtimes" and didn't work,
I've reinstalled Direct X and didn't work
Of course restarted multiple times.
I have seen the issue of the application launch error on youtube but none in English.
I have tried to get Octoplus FRP tool working on both windows 10 home, and pro fully updated 3 month old installs, I have Octoplus FRP USB dongle.
