Please, make sure that You've install drivers for ADB, it's important, after select from the list General FRP Methods -> ADB and try to do Reset FRP operation

so what worked for me, instead of going to FACTORY MODE, go to QC mode, This immediately opened ADB. with the supported drivers, i also installed "Motorola_Mobile_Drivers_64bit"....wait 10sec after boot to plug in device, has delayed detect shen plugged in.
