To enable 'Upgrade' mode
1. Power off the phone. Remove SD and SIM cards
2. Press and hold 'Vol-' and 'Vol+' keys and insert USB cable
3. Wait until phone enters 'Upgrade mode'

If Reset FRP operation failed, this means, that device has new security and reseting FRP can't be proceed.

This depends on model and on security patch level on device. Unfortunately, is it not possible to say before without trying.
