Hi sir,
Can you further describe the issue?
Booting to fastboot ain't that hard, Just hold volume down while plugging the USB cable, phone should be totally OFF.
Check whether Volume buttons are properly and fully functioning, your USB cable as wel...

Turn the phone off, totally off...
Then hold volume down, an hook your cable up to PC.. Keep holding volume down for about 15 secs,
Please what happens to the phone when all that is done? To which mode does it go?

This is a weird case, it should go into Fastboot mode, unless one of the following things ain't properly functioning; Volume buttons, PC usb port, or the cable .....
Did you try to plug it on a different USB port? change the PC, change the Cable please....it should normally work..
Did you see any drivers installing while plugging the phone on normal mode?

if no drivers pop up to install during normal mode, then I believe, something wrong with your phone's USB socket,
Probably, the phone's USB connector has been replaced, and DATA pins haven't been properly soldered, that's why the phone is charging but, drivers are not being installed...
Good luck

Boot in to recovery by holding vol + and power button together after entering recovery you can go to fastboot from there by selecting reboot to bootloader
