NE1 bootloaders for android 8.1 is extremely buggy, so either repeat until success, one time it will be okay, sometime using USB 2.0 port instead of USB 3.0 help.

or - better - write good bootloader using MTK flashtool ( Fix_NE1_LK.zip ) from NTool support area and then repeat operation.
