IMEI is NOT changing after software update.
credits for service operation only taken once for one phone.

i'm checked service operation and new values never reset to original after factory reset or firmware update, so this question is closed for me.

once again, i'll repeat - credits for service operation only taken once for one phone, however, your account need to have non-zero credits.

if IMEI revert back to original after OTA update, then it looks like HMD checking IMEI vs PSN ( serial number ) on server and change IMEI ( mac, bt, etc ) back to factory values.
clever.

probably it is worth to use manual firmware update and disable OTA updates, if you changed IMEI ...

( if i'm add PSN change, then it will be possible to get random IMEI )
