GSM-Forum - 2nd time GSMman187 Refund my money

I had a thread open a while ago for problems with this person:

It was because I had $330 just stalling for more than a year, and orders failing, and after gsmman187 couldn't refund, he was put in the cheater's list, in this forum. I got only $189 back via paypal chargeback because the rest was passed the time you can chargeback for.
After a while, I find out he was removed from the cheaters list and I asked him to use the left $141 on orders or to refund it, and now he is back to not responding.

Let him refund, or please put back to cheaters list so he doesn't scam other people if that's the case.
