To start with....

I think forcing very vendor to use Paypal make help. Having a rating system in place. Special registration for vendors saling in forum, with references and valid credit card account.

Paypal payment is not a solution really . the buyer must ask to forum before deal with unknown vendor . Atleast one trusted very old member reply is needed to that thread . it will help i think
