As a paypal merchant you should have some experience to prevent fraud transactions.
for example you should use Google.com to find some topics that will help you to prevent fraud based transaction.

According to my opinion it is your mistake to process this order as it is obvious Jordan is a high risk country for credit card fraud.
Even 16 years older boys can know they should not process orders from high risk Countries (especially from Africa as the most of transactions are fraud).

finally we recommend you to take some times and find some topics about credit card fraud tip...

and this Man is well known cheater in many sites .. and his name is already in black list of many sellers years ago ..
he is smart cheater .. but always same delivary and receptiont name ,,
be ware from him .
