I found it was best to go to his house, and ask nicely for your money back. He is quite reasonable when you see him in person. I think the trouble is that he sells equipment before he has it, and hopes it will arrive while you are nagging him.
I think the pecmobiledata is a sideline because I had to wait for him to come back home from work.
