If it's now 24h, then you shouldnt be posting this, but trying to talk him on private and tell him to return partial payment, according to how long it takes him to deliver the code.

I know is not a cheater but his service is very pore.

I have same problem too
I open wholesale account, and paid 2040$,
I submit 13 imei's most of them express, on 16/7
after week of waiting and sending messages on Skype and emails ,the don't response
i make disputes on PayPal then escalate Claims ,
because of my customer waiting, i had to unlock it using another server
after 10 days, he send me your imei's will unlocked tomorrow, then i send him, not to do it, because it's already done,
next day, he send me all done, i send him did you read my email? did you see the claim?
we negotiate on Skype( i have the log) and he tell me OK, mean he will refund my money.
But up to now, i am still waiting him to refund my money, the case still open on PayPal.

very very bad services, and he also now increase the rate for unlocking At&t on my account.

NokiaESN, please refund my money, next time, i will make Document for all emails and screen shots, also Skype history for this case, to everybody here.

NokiaESN why when some one asking you price for unlocking you reply in 10 minut.
but when some one claiming about the delay you dnt respond.
