1st thing I would like to know is how the imei can get as replay unlocked when this imei doesn't exist (the last number should be different as it is calculated on the starting 14 number)

well i don know where you bought it

but yes there is no refund policy on Rogers , most have API because of Different TIME Zone and submission Timing also

i dont think so refund possible , any server you buy

but if supplier do manual and check before upload can be ..... but if no then no

almost all on api on many servers , because of less headech also

so read the rules from your supplier side as well before send work as well

i dont know where you submit but its your mist ake you should check imei before submit source is not free to check all imei is correct or not .
secondly its depend on source if he can refund or not you just can request him if possible he can refund
