Change active BTS/cell tower of EVDO

I have been trying to find a way to change the current BTS/tower/cell of my EVDO connection. The reason for this is that speed at my current BTS has recently been reduced to ~30KBps from 100-200+KBps before. But I get 280+KBps at my relatives place, which is about 1.5KM (Point-to-point distance) away from here. I get full signals at both locations, so I am sure I'll get 80% signal of that BTS here.

The device I am using is Huawei EC360 PCMCIA datacard, which I use with a PCI-PCMCIA adapter on my desktop. I have already played around with CDMA workshop a bit, but I first need to somehow identify the different cell towers that I am getting signals from, or whatever is the appropraite procedure to change the current tower.

I really need some help regarding this, as my service provider says there is nothing they can do about this, and all the other forums I have asked in haven't yielded any replies.
