it is possible to convert 5190 to 5130 [1900 mhz to 1800 mhz] ?

Offhand I'd say no. The circuitry is different for the different frequencies involved. It would not be cost effective to mess with that stuff and would probably be cheaper to get another phone such as a 3310. You'd also have the benefit that the 3310 can do both 900 and 1800.
