Post Nokia 3310 v4.45 NO NETWORK. HELP!!!

Dear all,

I have some Nokia 3310 v4.45, but NO NETWORK.

Product code: 0504295.

At the Nokia Service Center, they charge $25 for encoding. I don't know why?

Please tell me what I need to do?

I think that I must have a program for encoding the flash file & rewrite it to the phone.

Can anybody help me???

Thank in advance.
