Nokia 6110 without net. couldn´t call 911 either!

Could anyone help me to solv this problem.?This problem seems like when you try to change your email without TDF-4 box. I guess that I´m not alone having this problem. And you guys who can anything about this. Please speak LOUD. Thanks Alot

You can only check if Netmonitor position 17, BTS TEST is OFF.
