PLs HELP needed VERY strange 8250!

Hi,

I have 2 8250's here from Taiwan.
(Troubles with the 5.06 version.
no troubles with 5.04 version.)
It accepts all prepaid cards.. (I checked with nokiatool and it has no locks)
but It doesn't accept card with contract.
This is what happens:
Put the card in power on the phone.. enter pin etc en then you come in main screen all ok. (also I can acces phonebook etc)
But when I try to call, the call gets blocked.
When somebody try's to call it gives: due to security reasons this call is terminated. (phone shut's down)
(I thaught blocked sim)
But in the other 8250 it does work.... no probs at all.
The simcard with contract is pretty old (5/6 years) Could this be the problem?

It's a belgium contract simcard.. (with Dutch it works also just ok)

Does anybody know solution??
(somebody have any idea about Belgium providers how they lock phones?)

ooh P.S. Does ppm pack exist with DUTCH language for 8250?
And does anybody have scheme from the different language packs with what languages are in them for 8250??
is this same as 8210?
And is it possible to use 8210 ppm in 8250?? (I think not)
