Red face Problem with flasher

When i try to make a backup os any phone, i get this error: "Phone NOT respond! <Boot count>". Can anyone help me? This error only appears when i press the power button. I've already test the cables and everything's OK. What can i do more?

Check the voltage on 74HC14. It should be at least 3V. I had once such problem with my notebook that has external LPT floppy support.
