I think its Imei part problem.. at now..only Nokia Service Centre can make it with cheap price..

is it posible to rewrite IMEI with Phoenix ..PKD-1 and later flashing with Griffin full flash

Yes..its possible..Nokia Use that equiptment for write IMei,but dont forget for making IMEI Nokia use LOG SERVER Also.
So..we still cant make it although we have all NOKIA SERVICE EQUIPTMENT but dont have LOG Server in Nokia.

Sample..: for DCT3 Nokia Service centre till now still use Log Server (last time i know,cmiiw) but u know..now we can make it anytime we want to make it..
