difficult solution
i have the simple solution.
1.flash
2.unlock
3.if not ok then full erase the phone
4.flash the phone
5.write PM
6.unlock

simple method work for me all the time

1. full erase
2. full flash
3. write PM
4. Full factory
5. Unlock

Phone is OK

i have a other solution when flashing remove the charging connector ..tested in 1200,1208,1650 etc
