here is solution for nokia 1650 contact service.
use jaf latest version like 1.98.57
1st erase fully.
then flash after selecting 4 options
1-factory set
2-manual flash
3-warranty
4-unlock
use version 5.32
and then hit flash button.
then work as software ask u.
in the end set will b ok.
in some cases pm have to b write also

U can solve this problem via latest 1.98.61 version.
No need to use OLD version. I tested many many phone with 61 version.

Just full erase the mobile ,,after that write a good pm.....and then unlock the cell......it will be done
