you are right, changing UEM and writing Rpl best solution for now.but i have problem to find clear RPL.
can i produce RPL with any program??

Use GriffinTeam server - each RPL will cost you 5 euro, but you can make any IMEI digit figure that you like, also RPL-s generated are suitable for all TIKU based models ( if they have empty UEM ) ...

i know GriffinTeam server can do it.but the rpl files which comes from server only 1kb. and this file can not be written to empty UEM.i need 4 kb long file.
