The solution for 1110 network just change the 26mhz crystal...
its 100% workingr2205 is the most of reason for test mode,local mode,not charging,and some hardware contact service,try and post
1st of all remove c2000, r2000 if not ok then remove r2205 i attach pic for
R2205

Try and replay.

reflow rf section today I repaired one 1600 like yours one if same problem try to change duplexer (pa+ant switch) , post result

rehot rf section check rx oms if its giving oms n still no network then chang pa it will work 100%.
