please do the folloing steps;
1. Flash MCU with check erase option.
2.Then flash ppm & CNT without erase opion checked means un check erase option during PPM & CNT flashing'
100000000000% tested solution for above error.

br First do flash with cyclone. use old protocol loaders set and do flashing

the set is first condition it means 3110c blinking.

than you change are replace retu ic 1000000000000000000000000000% ok
