3310 display background LEDs (I've searched) ;)

Only one LED is on when I turn on my phone (LED No. 4). When I short circuit second pin (PICTURE 2) from up on the right side of that IC again only 4th LED is on. When I short circuit one of those three LEDs (1, 2 or 3) all three of them are on but not the 4th LED.

I suppose that somewhere is broken line between 4th and 3rd LED, but I’m not sure. If that's the problem how to find that line and what's the best (easiest) way to fix it!

Could someone please tell me what could be the problem and how to solve it!
