Beacuse liquid damage destroys unprotected parts of PCB, like padstacks, vias etc. It simply destroys board inteconnections and destroys multy-layer glueing of PCB.

P.S. NOKIA service policy also says that liquid damage is not part of warranty, so if you want repirment they will change PCB, authorise it and charge you for that.
