I Have A 5200 Bluetooth Problem.always In Off-can Not Turn On
Flashed-still The Same Problem-so I Think It Hardware

Am I Right?

yes it's hardware
just change it .... re hoot won't solve the problem

I think some heat on the bluetooth IC will do the job. It could be also liquid damage that needs to be cleaned.
