Have you confirmed that the voltage at Vsim point is 2.8V when you power on?
If you have a test jig, life will be easier

This is the picture of the sim, when you are facing the board, from the ribbon cable side.

1= Sim Data
2= NC
3= Gnd
4= Clk
5= RST
6= VSIM, which should be 2.8v, when you power on the phone.

Just do a basic reflow of SIM filter. It is a square gold just above PA.

@Uvedovle..

The problem could be from the UEM it self ,if there is no 2.8 volts over C221 ( It comes directly from the SIM plates to C221 to the UEM pin 3C ).
Otherwise and as " Hanukkah " says the SIM reader plates goes to the golden square component ( R470 ) over the Power Ampl. , then to the UEM as :
SIM Data = B2
SIM Rst = A2
SIM Clk = B3

GoodLuck

OK ..
Freind , Next step .. is the UEM !! but befor it , U can raise R221 mesure it's resistance with multimeter ( it has no resistance of corse = Open in normal conditions ) , and also the resistance of its points onboard.
If every thing is OK , no way go to UEM activley

GoodLuck
