Check +ve mean continuety across L751, L752 To power-Ampl.
Also check if the phone emmites GSM signal, by the use of a
light antenna sticker or something like that.

it will be for 90% RF power problem, so check the area near PA for any damage (missing resistors), check PA power, broken diplex

Must pay attention when is changed PA, because from plastic case for exsample Philips to metal case Fairchild, phone must be upgraded.
With metal case must be used Murata Biplexer and also u must change or delete some resistor near Processor to allow phone to recognize new PA.

Just activate NET Monitor, and see resuts of test 01.
You can use Wintesla to put phone in test mode, to see if there is TX working or not.
It can be caused by many thins, you just need to folow right procedure to find fault. Mail me for Service manual and schematic diagrams.

@Celtec
I never saw any other PA in 8210 than PF03103B. Metal case, of course. Some people use PF08105, it can work, but it's designed for 4.8V, not 3.6.
All PCB revisions which i can remember use SAME RX and TX parts.
(C720 is placed in diferent points, but it's connected to same parts on board)
This is not 3310 board we talking about, man.
