1: it is not HW problem
2: once you power on or make call, phone will send your IMEI to network provider

The Mobile Station International ISDN Number is the standard international telephone number used to identify a given subscriber. The number is based on the ITU-T (International Telecommunications Union-Telecommunication Standardization Sector) E.164 standard.

How your operator bars stolen/lost phones?...

They can block ICCID's (The SIM Itself) and/or IMEI's..

The operator for your information can track you down to the nearest 100m or so by just having you use your mobile ... just think of your handset as a tracker.

Your sim gives out all your information as soon as it’s turned on and your handset send the imei and other related info to network as soon as its turned on...

There is also talk that unit is active even when its switched off but that is another story...
